ICE Arrests Chadian Illegal Released by Sanctuary County Despite Conviction for Accessory to Murder

A dangerous illegal alien from Africa has been apprehended by Immigration and Customs Enforcement (ICE) after he was released to the streets by officials in a Maryland ‘sanctuary’ county who ignored an immigration detainer against the convicted felon.

On Wednesday, ICE announced the arrest of Hisseine Gombo-Tchouli, a 25-year-old citizen of Chad who has been living illegally in the U.S. for nearly 20 years.

Gombo-Tchouli “lawfully” entered the country in 2005 at Dulles International Airport in Virginia but later violated the terms of his admission, ICE says.

On November 26, 2019, Gombo-Tchouli was arrested in Maryland by the Montgomery County Police Department on various firearm and drug trafficking charges.

On January 13, 2020, the Chadian was convicted of possession of a regulated firearm being under 21 and was initially sentenced to one year in prison, however, the court suspended all but 48 days of the sentence.

On October 30, 2020, Gombo-Tchouli was arrested by Howard County police and charged with accessory after the fact of murder in both the first and second degrees.

“The Circuit Court for Howard County in Ellicott City convicted him Feb. 16, 2023, of accessory after the fact of murder first degree and sentenced him to 10 years in prison to be followed by three years of supervised probation. The court then suspended all but 18 months of the prison sentence,” ICE explained in a press release.

“On Oct. 5, 2023, ERO Baltimore lodged an immigration detainer against Gombo with the Howard County Department of Corrections in Jessup. The Howard County Department of Corrections refused to honor ERO Baltimore’s immigration detainer and released him from custody Nov. 25, 2023.”

ICE Enforcement and Removal Operations (ERO) agents located Gombo-Tchouli at his residence in Silver Spring, MD, and took him into custody on July 3.

“Hisseine Gombo-Tchouli is a violent noncitizen offender who has proven to pose a significant threat to the people of our Maryland neighborhoods,” ICE ERO Baltimore acting Field Office Director Matthew Elliston said in a statement.

“We will not tolerate such grievous felons to endanger our law-abiding residents. ERO Baltimore will continue to prioritize public safety by arresting and removing the most egregious noncitizen offenders from our communities.”

In 2017, officials passed a bill declaring Howard County a ‘sanctuary’ for illegal aliens.

Authorities continue to catch dangerous foreign criminals illegally present in the U.S.
